From what I remembered I have heard that only the locals know how to get to them. It is against the law to be walking around town in your swimwear.

That is correct - it is illegal in the Virgin Islands and would be considered extremely disrespectful - remember no wearing of bathing suits without a coverup t shirts for men anywhere but on the beach and especially not walking around town.
